Binding second opinion before planned surgeries
For many planned procedures there are large regional differences that are hardly explainable medically. For hospitals, operations are often financially more worthwhile than restraint. For frequently overprovided procedures such as knee and hip replacements or back surgeries, an independent second opinion should be a prerequisite for the basic insurance to cover them. This protects patients from unnecessary procedures and reduces costs.
