I find it only somewhat goal‑oriented, because then IT knowledge is completely centralized.

The goal is not the centralization of knowledge, but of infrastructure. In modern software development, platform teams take over the operation of shared infrastructure so that domain teams can focus on their domain. The technical IT knowledge remains decentralized. Infrastructure thrives on economies of scale: what a team cannot efficiently run alone becomes sustainable when shared. This is exactly the model intended, not a department that knows everything, but one that provides the foundation and the development methodology.
