The new department is required to invest in IT training in Switzerland by actively training learners. Vocational training and internships should be actively offered to students, so that Swiss youth can benefit from it.

That is redundant and has no direct connection with a technology department. The federal government already sets numbers today regarding apprenticeships and more: admin.ch/de/nsb?id=100887
These are currently 4.0%–5.0% of all positions that should be filled with apprentices.

That would be something like a post‑communist training institute for IT learners? Planned economy doesn’t work…

The federal government and the cantons already train many IT professionals. Federal offices are aware of their duty. I therefore don't see any problem.
