The funny thing is: state-owned IT-projects, including the vetting mechanism, are the most regulated, yet they often fail or overspend dramatically. The project management framework HERMES (HERMES Online), which is required to get into these projects, should actually be enough to cover all the needed governance.
I never worked for the public sector, but I was on many IT project in the private industry (with budgets of up to hundred millions CHF) and never saw the disasters happening in the public. I just wonder why.
