The two solution proposals thus complement each other. Regarding the fundamental question: It would not be a convincing argument to forgo domestic improvements just because other countries have lower standards. By that logic, we should also not introduce environmental protection or occupational safety laws – because somewhere there is always a state with weaker rules. Comparable instruments such as CO₂ border adjustment mechanisms (e.g., the EU’s CBAM) also show that import surcharges for external costs are legally and practically feasible.
